As temperatures begin to drop, it’s vital that people receiving complex care at home stay safe, warm, and well. The UK Health Security Agency (UKHSA) has released its updated Cold Weather Communications Toolkit for 2025/26, offering guidance for health and social care providers to help protect those most at risk during the colder months.

Understanding the risks
Cold weather poses significant health challenges — not just for older adults, but also for those living with complex medical conditions. People with respiratory disease, cardiovascular problems, neurological conditions or reduced mobility are especially vulnerable. The risk also increases for individuals who:
- are aged 65 or over
- live alone or are housebound
- have learning disabilities or mental health conditions
- rely on ventilation or respiratory support
- are recovering from spinal cord or brain injuries
- live in deprived or poorly heated housing
Even small drops in temperature can lead to breathing difficulties, infections, or circulation problems, particularly for clients whose immune or thermoregulatory systems are already compromised.
The Cold-Health Alerting System
From 1 November 2025, the Cold-Health Alerting System, jointly operated by UKHSA and the Met Office, will go live for the winter season. This system issues weather-health alerts to professionals and organisations across the health and social care sectors, helping teams prepare for cold snaps and protect vulnerable clients.
Providers and carers can sign up for alerts to receive timely warnings and access the UKHSA’s official advice and social media messaging. The alerts are part of the wider Adverse Weather and Health Plan (AWHP) — designed to reduce cold-related illness, prevent avoidable hospital admissions, and save lives.
